2007 National Legislative Positions
Food Security and Farm Policy
- We seek strong support for research and information delivery funding.
- We support the development of a 2007 Farm Bill
Fiscal Policy
- We support continuation of a balanced budget policy through revised spending not tax increases.
- We oppose mandates on state and local government without adequate funding.
- We support a reduction in government spending through entitlement reform.
Taxes
- We support legislation that retains the tax cuts achieved in the 2001 tax reform legislation.
- We seek repeal of the federal estate tax while keeping the stepped-up basis.
- We continue to support a reduction in the capital gains tax.
- We seek legislation to eliminate requirements for FICA tax collection on farmland rental payments.
- We support the passage of the Farm, Fish and Ranchers Risk Management Accounts.
Environmental
- We support action on energy provisions that will stabilize farm input prices.
- We support Endangered Agencies Act reform providing landowner protection and incentives.
- We support implementation of a cost effective, confidential and voluntary animal identification program.
-We support Clean Water Act implementation ensuring livestock and crop production.
Trade
- Work toward finalizing agricultural trade agreements in the World Trade Organization talks that are part of a “single-undertaking” agreement.
- Improve market access for US products into the world market.
- We support enforcement of the anti-trust laws and other anti-competitive legislation in order to control monopolies and provide competitive markets for the American Farmer.
- We support voluntary country of origin labeling on all agricultural products by the private industry.
- Fully utilize and support funding for market development programs.
Transportation
- We strongly support the funding of new 1,200 foot locks on the Mississippi and Illinois Rivers.
Regulations
- Revise the Warehouse Act to allow states to enforce their grain merchandising regulatory oversight and producer indemnity funds.
- Work to reform the H2A Temporary Farm Worker program to ensure an adequate, legal, and cost competitive labor supply.
